It would depend.  How much time do you have to spend with the dog to give them love, how much time/space for exercise....grooming/allergies...aversion to shedding...etc
If you have the space and time to exercise the dog, then working class or sporting class breeds are excellent; they are generally loving or calm (since they have been bred to work with people).

From personal experience, I've had a miniature poodle (who we finally put to sleep at the ripe old age of 16), and a dalmation/beagle mix (now 7).  Both were/are loving, loyal animals, though the dal mix does require daily exercise (in the form of ~20-30 min walking time/day) to maintain a healthy weight.

I would recommend poodles (not toy) myself; my Grandparents had 2 loving poodles, and my parents have recently adopted a very "kissy" poodle from a shelter that is friendly with everyone he meets.
The only problem I ever encountered was when our Bruno (mini poodle) got up in age, he was not as tolerant of young children.  Generally I wouldn't recommend any of the "toy" breeds; they tend to be more prone to aggression than larger dogs.

I have had several breeds of dogs over the years and I have found the best dogs around kids are the larger breeds.

I just had a rescue dog pass away 7 months ago from ailments that ended up being untreatable.  Rescue dogs are great and the most loyal dogs you can find.  However, along with them comes added vet bills and unforeseen costs from medical conditions that could have been prevented had they been cared for properly.  My rescue dog was a French Mastiff.  She was calm and great around kids.

I just became able to get a new puppy the other day and ended up going with another mastiff.  This was in an English Mastiff.  They are one of the largest mastiff breeds but are so laid back and loyal that it isn't even funny.  The lady who I bought my puppy from has 2 children under the age of 4.  The kids actually lay all over her 4 adult mastiffs and they just sit there.

They are more intimidating because of their size than their bite.  Most are lazy and do not need a whole lot of exercise either.

If you really want to research a dog breed for you there is a website that I found extremely helpful called dogbreed.com I think.  They even had a quiz you could take that would give you a list of dogs that fit your needs.  I spent months on there before we took in our rescue dog.

I highly recommend a Black Lab for kids. They have such a great disposition and are lovable. I had many types of dogs around my kids and also a Border Collie was a good one with the kidls

There is a debate and discuss forum for arguments.  I read some great suggestions in between all that, but it does come down to the basic fact that ANY breed not properly trained, treated with discipline and love WILL BITE. Good luck with your search and Happy Holidays to all.
