How old are your kiddos?  That would definitely help me narrow things down but here are a few:

If you let your kids watch TV, depending on age, Disney has Handy Manny, Mickey Mouse Playhouse, semi educational stuff. 

If you have pets and weather permits, you can always go on walks.  I saw a mom the other day, letting her 4-5 year old son pick up leaves, I imagine they were taking them home for a craft project. 

Laundry isn't fun for anyone, lets not lie about it but you can help incorporate that as a chore but make it fun, put on music, make them in charge of socks or gathering the hangers.

Most cities/towns have rec centers that have free days or museum days etc. may want to check that out

Board games are a cheap, good investment.  You can find lots of age appropriate games for kids of all ages.  My kids (4 and 7) think playing a game is a real treat. They take turns choosing which game to play, then we all have fun.

Kids love to be read to and played with. I would suggest reading lots of books to your kids and playing with them using their toys. Put away all the electronic stuff and let them play using their imagination. My son and grandson had a great time playing under a blue blanket. My 21 year old son suggested that the blue blanket was water and my two year old grandson imagined that there were fish in the water and then every few minutes he would say a shark was coming and they would have to throw off the blanket and run. Then they would go back under the blanket and start again. This simple imaginative game kept the 2 year old happy and involved for a long time. (as long as his 21 year old Uncle could stand to play(

Depending on their ages, there are a lot of fun games that you can play with them like hide 'n seek, Mother May I, Simon Says, Red Light, Green Light, Marco Polo. You can let them make forts or "secret hideouts" out of chairs & blankets....my son used to LOVE to do that when he was little. Playdough will keep them busy for a LONG time, and you can even find homemade Playdough recipes online that are very easy to make.  :)
