Does anyone have more success when they do the offers at a certain time?

If you are doing the the dailys, make sure you clear your cookies everyday.  The $1 one can only be done every 24 hours, so it will let you know when you can do it again.  Otherwise the .15 cent one I just do it whenever I have a chance.

Depending On What time Zone your in there can be Bug related issues on completing offers, I Have been unable to Complete offers as early as 2 A.M ET, Some mornings there able to process some mornings there bugged, or glitched by the website.

You have a good point about the time zones, but other than that, I've never experienced any more luck at certain times of the day as opposed to others.  In my experience, most of my things credit quickly if they are going to credit.  If I don't see them post in fifteen minutes, they generally don't post.
