Contests & Promotions

I have just discovered Contests & Promotions.  I became a facebook fan.  That was a pretty easy $1.00 if you ask me. 
But I wanted to post this comment on Contests and Promotions discussion board.  I could not find the post button.  Other people have posted on Contests & Promotions.  So where is the post button?

In that forum, regular members can only reply to topics - they can't start new ones.

All new topics in that forum are started by Administrators.  We used to allow people to post in there, but then the important threads got buried.  You can freely post in all the other forums.
