My mother lives in a house that gives her a lot of problems should she stay there and pay for the expenses or should she move to a house that has less problems?

What does she want to do?  does she have strong feelings about staying there?  The decision should be hers as long as she is competent and there are not safety hazards involved.  If she is seriously considering an alternative living arrangement, offer to help her make two lists: one listing the advantages of remaining there and the other listing the disadvantages.  Offer to schedule tours of retirement centers where everything is included.  A lot of people are thrilled with the carefree existence offered at such communities-- no need for cooking (unless you want to), a rich social life, transportation provided, lawn care, housekeeping services, etc.  But don't be pushy-- make sure it is her choice.

it depends on if she can afford to move to another home.  is it a lot of problems due to age or is it that the house has issues that need to be fixed.  if its the latter then she will have to take into consideration if she is thinking about selling that either those items will likely have to be fixed anyway or the buyer may low ball the offer.

What can she afford to do?  Maybe it would be better for her to rent an apartment or house.  That way she wouldn't be responsible for the upkeep.
