It's normal for teens to get married in the Hmong culture.

But since we've come here, our parents are less strict.

Or at least some are...

I have a friend who's parents are forcing her to marry so they can get the dowry..

I do not think they can 'legally' force' her to get married, but I think I understand from what you wrote that they are really pressuring her.
I wonder if there is a compromise such as an engagement...she would not have to actually get married then.
If her parents just want the money, maybe it is time for social services step in.
