Civic organizations such as the Lion's Club or Rotary Club often give scholarships.  A lot of scholarships are based on grades or SAT test scores.  Some churches provide scholarships to students attending their church, but that may be limited to their denominational colleges-- every entity probably has its own criteria.  You might check with your local Chamber of Commerce to see if they have any information on this.  I suspect every city is different.  If you play a musical instrument, sometimes there are band scholarships available, especially if that college needs more band participants-- inquire at the college music department.  Good luck!
