Gift Age Range Opinion

I am doing a gift under the tree thing through my daughter's school. They do theirs based on age ranges. I have a 3 pack of Victoria's Secret lip glosses. Would you say this is more for 11-14 or 15-18? Thanks for your help!

In my day, it would have been the older girls but I think these days, it would work for either.

Personally I would go 15-18 cause I wouldn't want my kids given "make-up" before I wanted them to have them.  I do realize this is a grey area, since it's only lip gloss, but some parents consider lip gloss as make-up and I wouldn't want a parent to have to take a gift away from their kids.  Generally people let their kids have make-up around 16 so I figure that age fits a bit better.
