Why not just get it verified? Don't have the answer for you on that one. Maybe you can link the account to FusionCash. I don't have the debit card, just went online and found a bank with a debit card where use is free. And got paid to search for so-called free debit cards in general.

Your Paypal account has to be verified in order for you to get paid in that account. Here are the rules for using Paypal:

PayPalŪ Requirements:
-You must personally own the PayPalŪ account and it must be in your name. Using another person's PayPalŪ account to receive your payment, whether or not they are a FusionCash member, is grounds for account disqualification and forfeiture of earnings per the Terms of Service.
-Multiple FusionCash users may not share a single PayPal account
-There must be an active PayPal account at the payment email address.
-PayPal accounts must be Verified and located in the same country where you reside (i.e. United States or Canada).

If any of these conditions are unmet, your cashout request will be denied.

You should be  a verified paypal user before you can get your cash out regardless if your debit card account is on it. Paypal is very more concern of user identity and wants to make sure that you are really the owner of such account by verifying your address, dob, and name.
