having problems with pay pal's website...please help

I have set up my pay pal account on their website and have a little money showing there now from other online things I have done.  But, now, I cannot find on their website either how to link that money that is showing on the site to my new Green Dot card (and, yes, it is activated), or how to contact them for assistance.  I was hoping, then, that some of you who are using this can help me with one or the other of these.  I would like to get this set up then also use this here as well...help me...and thank you.
