No.  You have to have at least $25 in your account and at least $15 of that must be from OFFERS.

The following counts as offers:  the daily click (in the Daily section of the Offers link) worth $.15 daily; the paid email worth $.02 (also in the daily section); completing any of the daily surveys (you can complete one survey from each survey box in a 24 hour period -- so keep track of when you completed a survey.); the daily tasks.

Any offer you complete in the regular offers section counts as an offer.

Bonuses come from the contests and promotion section of the forum.  The nicest one is the $3.00/month posting bonus:  you must  complete at least 30 meaningful posts in a calendar month and request the bonus.
There are also mini-contests and bonuses for posting a screen shot of your payment.  Any money you get from your  referrals are also consider bonuses.
Read through the Contest and Promotion section for other happenings.

I don't do regular offers, but do the daily's everyday, and get my Posting bonus every month.  I cash out every 3-4 months and that's fine for me.  If you want to get more, you should read though the Forum for how best to complete offers. (The Beginner's Guide is a good place to start.)
