So I noticed that you need $15 of the $25 to cashout to be made from offers.  Is that $15 for every $25?  What I mean is say I have $50 made from referrals can I still cashout when I reach $15 in offers?  Can this span over 2-3 months?

$25 is the minimum amount for which a cashing out payment can be requested, yes.  If a member waits until they have $50, (or any amount over $25), before requesting payment, at least $15 of that amount must be in the form of completed offers, no matter when a single request is made for payment.  Once a payment is pending, (these are paid around the 20th of the month following the cash out request and will show as "pending" until paid out), the process starts over again and the minimums must be met once again.
