I would say it depends on how hard it is for you to get the $15 in offers required. If it is a struggle, why waste the credit waiting? Cash out today and start building toward the next $15 so you can cash out that much sooner next time. The only time that presents a problem is if you earn enough to cash out again in the same month, which is unlikely for most folks here.

It really doesn't matter when you cash-out. You can receive a payment every month if you cash out at the end of the month, that way it is a steady source of small income.

Don't forget you have 6 months before it expires, so do not wait too long to cashout.  It all depends on how much you make.  Don't forget you have to cashout by a certain time or id doesn't matter.  If you have passed that date then wait until the next one.  Congrats on what you have made so far.
