IP address question

i have a quick question for FC how can you actually use IP addresses as a way of identifying fraud, cuz i know every time i shut off my computer i get a new IP address, just wondering , i have seen several post in the forum with people saying they were denied because of the IP address thing, so whats up!!

What do you mean by recycled?

The issue of banning IPs has come up on a few sites I belong to and most say they do not ban IPs b/c it is not an accurate way of telling if it is the same person. 

Also, what about IPs on public computers?  Are these banned as well, or limited to one person?

IP's are tracked by mac address, cookies, location and server/browser identification.

Actually, two accounts on one computer is not ok.
