I've always been able to do this once a day. Today I get an error message that it has not been 24 hours since I last completed?

Such a pain... Grrr.

I noticed this after they added the new SurveyHead offer.  It used to be that you could complete the GiveUsYour2Cents offer once per calendar day.  It now appears all the survey offers are like how MyThoughtCounts has been, in that you only can do it once per 24 hours.  Maybe SurveyHead could only be done once per 24 hours too, so they decided it was just easiest to make them all 1 per 24 hours, to make it uniform/less confusing.

But, I do like very much now how they added the feature that if you click on the offer and it hasn't been a full 24 hours, they let you know when it will be.  I don't ever remember that on MyThoughtCounts when it was the only survey offer which you could do once per 24 hrs.

Yeah, enforcing the 24 hour delay was a recent change across all the survey offers.
With GiveUsYour2Cents, it was possible to complete it once per calendar day, however, you would only be credited for the second one if 24 hours had passed since the first click OR if you cleared your cookies.  For all three daily surveys, the initial cookie lasts 24 hours and wont be overwritten with a new day's cookie until that time has expired.  So as you surmised, we made it a blanket 24 hours minimum between completions to minimize confusion and maximize crediting rate.  And according to our tracking it has had a small positive effect on the crediting rates overall.  In this case I think it's better to have a little inconvenience up front and a higher chance of being credited if you do complete it.
